Not sure what the plans are for "CS Next", but if this panel is to remain the same, I'd recommend changing "Flash File (Mobile)", to "Flash File (Mobile and Devices)" or "Flash File (Devices)" ...
It's kind of silly when you are targeting non-portables and not specifically a mobile device.
... of course, it doesn't impact anything functionality, but logically, it always stood out to me when working on non-portables.
Also, sure you can target using Flash File (AS 2.0), but you have to tweak publishing settings, etc.
As FP10 comes to both smartphones and higher end non-portables, this change makes even more sense. Also, for Adobe Digital Home initiative ...
This is probably on the list ... but I'm just bringing it up, since it's been like this for a *long* time, and often gets over looked. I do believe they are hardcoded (or I'd change them, myself).
