I think he's emptying it.
Hard to tell if it's being emptied or loaded... but there's a metaphor at work here that I cannot fathom easily.
I don't think, so, @mapriestap: If he were emptying it, he's FAR more likely to have it barrel skyward. Pulling bullets from a revolver with your fingers is tough, at BEST.
