This is commonly done to indicate that multiple fields failed validation. Now obviously, it would be more meaningful to display validation messages adjacent to each invalid field. But wouldn't this global approach make sense for cross-field validation, where "valid" means valid in context of another field (or multiple fields, for that matter)?
